Is Pune Metro a Solution for Traffic Congestion???

Since few days there is a very hot debate in all over the Pune on a Metro Rail project which is been projected as a perfect solution for the traffic congestion in Pune by PMC(Pune Municipal Corporation) officials. It is very true that there is a huge problem of Traffic Congestion in Pune. But will Metro Train serve the purpose???.....Lets see,
First and very big problem is the huge Capital. A/C to DPR(Detailed Project Report) this project will cost 10,000 to 17,000 thousand crores of ruppes. Out of which near about 20% will be contributed by central Govt., 20% from state Govt. and 10% by PMC, and other 50% fund will be taken as loan from Private sector. Here a question arises, Pune Municipal Corporation whose annual budget is about 2000 to 2500 thousand crores how will manage to raise such a big amount.
For that they will have only one option to raise taxes on 'Punekars'. Due to this Taxes on Houses, water will increase. PMC will spend less Money on Education and Health (Govt. Hospitals) as well as Sanitation as it will have to repay its loans. It may lead to serious Health Problem in city if an epidemic like Swine Flue returns.
Second and very interesting problem is of fare. A Common Punekar have to pay huge bus fare(Largest in India) 5Rs for 2Km. So, will he travel in the Metro Train which will cost him 7Rs for 2Km???? NO, he will not.......but he will pay taxes for such thing he may never use. Also talking about the buses, condition of buses in Pune is worst. Pune needs 2500 buses for a good service, but unfortunately PMPML has only 1300 buses out of which 100-150 are out of order. So, PMPML is running on 1200 buses instead of 2500 buses means on less than half. Thats why people don't use Public Transport and use their private vehicles like cars and bikes leading to traffic congestion. Now, if Metro comes as a solution for traffic congestion very few people will use it due to its high fare. Also we will not get Metro as easy as PMT as every station will be 1Km far from each other and we will be unable to the station by our private vehicle to get train as there is no parking facility at a single terminal. In such inconvenient condition will you use Metro for day to day purpose......No You won't!!!!
In Pune there will be a great problem of Land Acquisition as it is a very congested city and thousands of people live on the Metro route. There are hundreds of Shops on the projected way. Also Metro is going to cover very less route out of total roads in Pune.
As its a project of thousands of crores ruppes there is huge chances of corruption. It may be one of the reason why PMC officials are promoting this project blindly.
A/C to Report its construction time of this project is 10 yrs. It is well known that not a single project is been completed by PMC in projected time. During construction period 9 meter of road will be engaged for construction of its pillars and 4 meter after the construction is over which will reduce road width causing a huge traffic congestion for the next 10 yr. And the official don't have any plan to counter this problem.
We are told Delhi and Kolkata Metro examples are very proudly. but we are not told that Delhi Metro is running on 20% efficiency. Condition in Kolkata is a little bit worst as it is running on only 10% efficiency. Delhi Metro is having loss of 20-40 crores per yr.
Then what is the guarantee that Pune Metro will be a profit making Transport system.
Officials says that, Pune Metro will make profit only and only if 15,000 people travel by it daily and very funny thing is that on the other side they don't forget to mention upto yr 2035 hardly 11,000 people will travel by it. So, Does it make any sense in wasting public money for the vested interest of very few peoples??
So, to counter the problem of traffic congestion in Pune, Metro may not be the solution. Pune needs a good Public Transport system such as Buses which can be made available in a very low cost with low fares. Also for that PMC should take some steps so that maximum people will come out of their private vehicles and will use Buses. For that there should be Congestion taxe on Private vehicles as they use most of the space on road as well as there should be high Parking charges which are very less in Pune.
So, people should think about this and should raise their voice against this Monstrous Project of Pune Metro Rail which will be not used by most of Punekars and should demand a good, cheap and regular Public Transport system such as buse (PMPML).

  2. dude it is not so much costly to pay Rs 5 for shivajinagar to nall stop because if u go with bike it will cost more and increase traffic also

  3. My dear friend, You are talking about the bus fare and I am talking about Metro which will be about one and half time costly than bus.
    N remember once Metro comes, Public transport like bus will become more n more poor as it will be neglected in order to repaying the loans taken for Metro.
    N if Metro runs in Loss(which is definitely going to happen) they will have to raise Bus fares to compensate this loss as they have already done it after failure of AC Buses..........my dear..

  5. मुळात काही गोष्टी चुकीच्या आहेत:
    १) बसचे तिकीट २ कि.मी. साठी ५ रुपये नसून ते ४ कि.मी साठी आहे.
    २)वनाझ ते रामवाडी या प्रोजेक्टची किंमत हि १०००० ते १७००० कोटी नसून ती फक्त २२८१ कोटी इतकी आहे .(याला फक्त म्हणता येणार नाही पण १७००० च्या तुलनेत फक्त म्हणून शकतो) ... जर संदर्भ हवा असेल तर टाइम्स ऑफ इंडिया मधील बातमी पहा ...

    १)तुम्ही पार्किंगच्या समस्येबद्दल लिहिले आहे कि मेट्रो स्टेशन वर पार्किंग साठी जागा नसेल त्यामुळे गाडी पार्क करता येणार नाही. दुसरीकडे तुम्ही म्हणता कि पार्किंगचे पैसे वाढवा म्हणजे जनता सार्वजनिक वाहनांचा उपयोग करेल. तुम्ही तुमच्याच मताला विरोध करत आहात. तुम्ही सुचवलेला हा उपाय खरेच उपयोगाचा आहे का? जे लोक आज स्वतःची गाडी वापरतात त्यांना जर सार्वजनिक वाहन वापरायचेच असते तर त्यांनी गाडी घेतली नसती. तुम्ही कितीही किंमत वाढवली किंवा पर्यायाने कर वाढवला तरी या सर्वाना कितीसा फरक पडतो हा महत्वाचा प्रश्न उपस्थित करावासा वाटतो. आज एक्स्प्रेस वे वरती खूप जास्ती तोल द्यावा लागतो तरीही लोक त्या रस्त्याने जातातच. त्यामुळे एक वर्ग असा आहे कि जो कधीही साधी बस हा प्रकार आपल्यासाठी नसून तो सामान्यांसाठी आहे असे समजेल (जे चुकीचे आहे पण सद्यस्थिती तरी तीच ) त्यांना जर आकर्षित करायचे असेल तर तुम्हाला A/C किंवा मेट्रो सारख्या पर्यायंचा विचार करावा लागेल. आणि इथेच खरा गोंधळ होतोय असे दिसतंय.
    २) हा प्रोजेक्ट १० वर्षाचा नसून तो २०१४ साली संपणार आहे असे सांगितले गेलेय (जर वेळेवर सुरु झाला तर ). तरीही समजा उशिरात उशीर २०१६ ला हा प्रोजेक्ट संपेल. तुम्ही १० वर्षे हे कुठून सांगता आहात हे मला अजून समजले नाही.
    एखादे S/W तयार करायचे म्हटले तरीही त्याच्यात सुधा वेळेवर कामे पूर्ण होत नाहीत . तिथे तर लोक इंजिनीर असतात. खाजगी क्षेत्र असते पण उशीर होतोच . इथे तर सार्वजनिक आहे. वेळ होणारच.
    ३) आपण कितीतरी गोष्टींचा कर भरतो त्या सर्व गोष्टी वापरतो असे कधीही होत नाही . ती तक्रार खरेतर करता कामा नये .
    ४) यामध्ये भ्रष्टाचार हा होणारच पण तो होणार म्हणून काही करायचेच नाही हा विचार जर आपण करत असू तर मग कोणतीही गोष्ट करायला शिल्लक राहणार नाही.
    ५)दिल्ली आणि कलकत्ता मध्ये मेट्रो चालली नाही म्हणून ती पुण्यात चालणार नाही असा निष्कर्ष आपण का काढता आहात हे माझा आकलनशक्तीच्या बाहेरचे आहे . कुठलीही गोष्ट आजपर्यंत झाली नाही म्हणून ती होण्याची शक्यता नाकारणे याला कितपत अर्थ आहे हे मला अजून उमगलेले नाही .
    शिवाय २०३५ पर्यंत फक्त ११००० लोक असतील हे कुणी सांगितले आहे हे मला अजून पण कळले नाही .. संदर्भ सांगू शकाल काय? त्याची तपासणी करणेही तितकेच महत्वाचे..

    तुम्ही मांडलेल्या काही गोष्टी बरोबर आहेत जसे कि जमीन खरेदी करणे हा खूप मोठा प्रश्न आहे परंतु त्याला उत्तरही असू शकते. तो असा प्रोब्लेम नाही ज्यामुळे असे प्रोजेक्ट रद्द करावेत.
    थोडे विषयांतर होईल पण तरीही सांगतो कि औद्योगिक वाढ झालाशिवाय देशाचा विकास होणार नाही .. धरणे बांधते वेळी पण असे प्रश्न उद्भवतातच पण त्यांना योग्य पद्धतीने जर समजून घेतले आणि त्यांचे निराकरण केले तर सुजलाम सुफलाम व्हायला वेळ लागणार नाही. असो!! तो खूप मोठा विषय आहे ...

    जाता जाता मला एक प्रश्न विचारावासा वाटतो कि आपला नेमका विरोध कशाला आहे ..?? मेट्रो या संकल्पनेला कि ती संकल्पना पुण्यासाठी राबवण्याला????

  6. 1. Its by Mistake... but 4 Rs is also not very less as compare to other cities which has successfully implemented the public transport system. n as compare to Metro which is 7 Rs for 2 Km. 4 Rs is also very less.

    2.I m talking about the Whole Metro Project...
    n for ur information Vanaz to Ramwadi is projected as 2281 crore which definitely gonna increase.

    3.Of course if parking charges in city e.g charges at Mall, roadside parking as well as congestion taxes should increase then ultimately peoples will switch to public transport.
    and If there is no parking lots at Metro who will go n use it... thats what I m saying.
    In this you are saying that जे लोक आज स्वतःची गाडी वापरतात त्यांना जर सार्वजनिक वाहन वापरायचेच असते तर त्यांनी गाडी घेतली नसती.
    But we never think that why these people use private vehicles.. because they don't have any good alternative. as we all know PMT in pune is in which condition..
    for this we should see towards Mumbai, where buses are good,cheaper and their frequency is also very high so most of the people use it and instead of having more vehicles that Pune there is comparatively less prob. of Traffic congestion.
    n to increase taxes serves purpose a lot...Really

    While talking about AC buses, I think you don't know that AC buses are failed in Pune which were bring to serve the exactly same purpose you are taking.. which is ran from Hadapsar to Katraz. due to failure its ticket increased from 13 Rs to 40 Rs. So it proves that peoples in cars are not interested in AC buses but they will be definitely interested in such a transport which will be cheaper than car.
    * Officials are projecting 2016 but its obvious that it won't complete in 6 yr. which project in Pune is finished in time??? No one...

    *Talking abt the taxes, they are definitely gonna increase if Metro comes. Because PMC whose annual budget is of around 2500 crore cannot repay 50% taxes which will cost near about 10000 crore Rs( for Whole project)

    *I m totally disagree with ur comment that u see this project as a Development plan. But if less than 4% people is going to use it, then is really a development plan for city or for builders only.

    *At last, I m against of concept of Metro in pune. It may be successfull in any other city of any other country.(actually it is failed in Both places, Delhi and Kolkata).

    I would like to repeat that if we have to counter problem of traffic congestion in pune we must have a good, cheaper, regular n more frequent public transport system like PMT so that most of the people will be able to use it.

Its really very well wrote Tushar, i must congradulate u! and its really a serious issue of thinking... but if people raise their voice no one will consentrat on them...so its better let gov. do their job...finnaly we people are going 2 suffer from this..and even we are the people who are going to take benifit from this.....

    I don't believe that if people raise their voices, they will be neglected. Its true that only few peoples are opposing it then they might get neglected. In order to change the things there should be a pressure group of citizens which will keep eye on such disastrous projects.
    I think you don't know people in Mumbai has started opposing Metro project when they knew how inconvenient this is, for this just see my mail. But now nothing can happen as its construction is about to complete.
    And the last thing, I don't understand that how can suffering be beneficial...
    so you should think about this. N if Mumbaikar has failed to stop this project, Punekars should take a lesson from this.
    My blog is just a Initiative from which I tried my best to explored different aspects of Metro and how will Pune suffer from this.....
